The index was made from several types of prison records, including admission and discharge books, court books, and female prisoner registers. HM Goal Toowoomba, later called Toowoomba Prison, created the original records.
The prison opened in 1864. Its first governor was William Murphy. In 1870, female prisoners were transferred to Toowoomba from Central Gaol in Brisbane. The prison became a female-only institution on 14 September 1898.
